Current Status - India’s Grid Scale ESS Market

India’s energy sector is undergoing a paradigm shift, with Energy Storage Systems (ESS) emerging as a critical enabler for renewable energy integration and grid stability. As per the National Electricity Plan, the energy storage capacity requirement is projected to be 82.37 GWh (47.65 GWh from PSP and 34.72 GWh from BESS) in the year 2026-27. This requirement is further expected to increase to 411.4 GWh (236.22 GWh from BESS) in the year 2031-32 and 1840 GWh by 2047.

102 ESS-related tenders have been issued since 2018, encompassing 139 GWh of ESS capacity and 41 GW of RE capacity. However, only 0.36 GWh of BESS capacity is currently operational, with an additional 1 GWh expected to be commissioned by mid-2025, underscoring a significant implementation gap.

50% (69.5 GWh) of ESS capacity is in execution, 27% (37.53 GWh) has been annulled, and 32% (44.52 GWh) remains in the tendering process. BESS continues to dominate recent tenders, including standalone systems, solar + BESS, and RE hybrid + BESS configurations.

23 GWh of ESS capacity, including 11 GWh of BESS, is awaiting off-takers, with some projects stalled for over six months after price discovery.

Key Drivers Shaping Utility Scale Tenders

Falling Battery Costs

Turnkey ESS costs in the international market hit a record low of $100/kWh for BESS systems in 2025, enhancing India’s cost competitiveness. Tariffs for standalone BESS in India have dropped over 66% over two years.

Government Support

Policy measures such as the Viability Gap Funding (VGF) of Rs. 27 Lakh/MWh and the Production-Linked Incentive (PLI) scheme have enhanced project viability.

Regulatory Push

The inclusion of energy storage obligations and mandates of storage with all upcoming tenders within renewable energy has further catalyzed demand.

India’s ESS market presents immense potential but necessitates structural reforms, robust financing mechanisms, and strengthened policy frameworks to bridge the gap between tenders and actual operational capacity. Timely project execution, strategic public-private partnerships, and enhanced regulatory clarity will be key enablers for India’s sustainable energy future.

LAND AND INFRASTRUCTURE EFFICIENCY

Land Use: BESS: 0.013 acres/MWh (5 MWh fits in a 20-ft container). Wind: 3–4 acres/MW (contiguous elevated land required).

Transmission Losses: Co-located BESS reduces losses by 5–8% vs. standalone solar/wind.
